16. . Quarterback. Louisville. Lamar Jackson. 12. player

The Buffalo Bills moved up to the No. 12 spot in an exchange with the Cincinnati Bengals, and they might be trying to move up again to grab one of the top-tier quarterbacks.

Especially after moving Tyrod Taylor earlier this offseason.

Grabbing quarterback A.J. McCarron in free agency adds some insurance, but one can bet Buffalo isn’t done here. And if the Bills stay put, the pick has to be Louisville QB Lamar Jackson.

Jackson comes with his doubters, and there are those who say he doesn’t belong in the first half of the first round.

Still, Jackson has the ability to be a dynamic playmaker despite some inconsistent traits. Like a lot of other quarterback-grabbing teams, Jackson won’t be pressed into starting right away and can work on the things many scouts and analysts thought would set him back in the NFL Draft.

Remember, quarterback values only rise on draft day.
