NFL Power Rankings: Quarterback Nos. 32 – 21

These aren’t your “best of the best,” of course. And there’s a good chance many of these quarterbacks will be bumped off starting jobs by free-agent QBs or rookies stemming from the NFL Draft.

But until that actually happens, here’s your bottom tier.

DESHONE KIZER. 32. Browns head coach Hue Jackson shouldn’t have started DeShone Kizer at all his rookie season. Especially considering how bad his supporting cast was. Kizer finished last in both passer rating (60.5) and completion percentage (53.6) in 2017. And the premature move likely ruined Cleveland’s second-round investment from a year ago.. Quarterback. Cleveland Browns

31. It’s almost as if you could put <insert name here> for the Broncos’ 2018 starting quarterback. And as of now, none would be ideal. Trevor Siemian won the job the last two years, fizzling out around the halfway point each time. Expect the Broncos to make a serious upgrade this offseason. Until then, Siemian is the only guy to put here.. Quarterback. Denver Broncos. TREVOR SIEMIAN

30. The Bears didn’t ask then-rookie quarterback <a href=. Quarterback. Chicago Bears. MITCHELL TRUBISKY

2017 was a pure indication the sun is setting on Giants quarterback Eli Manning, who’ll enter this year amid a slew of sweeping front-office changes in New York. Manning’s 80.4 passer rating was the lowest it has been since 2007 (73.9), even though the Giants won the Super Bowl that year. At 37 years old, though, the latter mark is more of an indication of what’s to come.. Quarterback. New York Giants. ELI MANNING. 29

Quarterback. Cincinnati Bengals. ANDY DALTON. 28. What the Bengals need is a complete overhaul from top to bottom. Not trying to retread the same players they’ve failed with over the past few seasons. That includes the head coach, Marvin Lewis, too. Andy Dalton is caught up in all this, and the days considering him a perennial postseason performer are well in the rear-view mirror.

27. The Jaguars may be one of those teams making a switch at quarterback this offseason. In the meantime, Blake Bortles is still slated as the guy. But one difference from 2017 was the Jags didn’t ask Bortles to be “the guy” on offense, shifting philosophy to a run-heavy, defense-first approach. It worked, all the way to the AFC Championship game. Bortles flashed moments of promise, but we’ve seen those before. It’s probably in Jacksonville’s best interests to move on sooner than later.. Quarterback. Jacksonville Jaguars. BLAKE BORTLES

26. In fairness, Ravens quarterback Joe Flacco’s 2017 numbers were skewed by the <a href=. Quarterback. Baltimore Ravens. JOE FLACCO

RYAN TANNEHILL. 25. The Jay Cutler emergency experiment didn’t exactly go well in Miami, meaning quarterback Jay Tannehill should assume his starting duties again in 2018. Tannehill, who missed all of last year with an injury, has never had a better-than .500 season over his pro career. And with the Dolphins having just shy of $7.5 million in cap space, it wouldn’t be shocking to see Tannehill a cap casualty this offseason. He’s here now, though, and remains towards the bottom of our NFL power rankings for quarterbacks, as questions surround his uncertain future.. Quarterback. Miami Dolphins

Until Colts quarterback <a href=. Quarterback. Indianapolis Colts. JACOBY BRISSETT. 24

SAM BRADFORD. 23A. The Vikings have three quarterbacks capable of starting, and all three are pending free agents. Here you’ve got a run on two of them in our NFL power rankings. Sam Bradford might have the most talent out of the trio of he, Teddy Bridgewater and Case Keenum. The problem is Bradford can never stay healthy. Some team will take a serious look at him, though, and it wouldn’t be a shock to see him start somewhere else in 2018. The only question is if he’ll finish an entire season.. Quarterback. Pending Free Agent

Quarterback. Minnesota Vikings. TEDDY BRIDGEWATER. 23B. The Vikings won’t keep Bradford around beyond 2017. But they do have a decision between Keenum and Bridgewater. Keenum might be the 2017 hero, although Bridgewater managed to “get his feet wet” again after missing all of 2016 with a horrific knee injury. Bridgewater’s numbers? Two passing attempts, zero completions and one interception. OK, that’s not indicative of what we should expect. But the Vikings may consider Bridgewater to be the younger, more promising talent than Keenum.

Tampa Bay Buccaneers. JAMEIS WINSTON. 22. It was frustrating to watch Buccaneers quarterback Jameis Winston regress as much as he did over the course of 2017. Granted, injuries were a factor here and the Bucs were generally terrible. But the disappointing offensive efforts shouldn’t have happened after Tampa Bay landed receiving talents DeSean Jackson and O.J. Howard the offseason prior. Will Winston bounce back and avoid some of those costly mistakes he made last year? Or will the Bucs start thinking about making an eventual change under center?. Quarterback

TYROD TAYLOR. 21. Bills quarterback Tyrod Taylor is <a href=. Quarterback. Buffalo Bills
