NFL Power Rankings: 2017 Pre-NFL Draft Look at All 32 Teams

Two things propelled the Houston Texans into the playoffs last year — a stout, top-tier defense and a weak AFC South.
Without either, Houston would have been a joke in 2016.
Give credit to the Texans for abandoning the idea Brock Osweiler could be a franchise quarterback. They sent him packing to the Cleveland Browns, which opens up the need under center.
And this is such a pressing need, the Texans can’t climb any higher in our NFL power rankings.
None of the NFL Draft’s quarterbacks are true plug-and-play starters. And Houston doesn’t have anyone lined up to be an effective signal-caller for this season. So it’s probably going to be another frustrating year, offensively, for head coach Bill O’Brien.
The last we checked, quarterback Colin Kaepernick is still waiting for a phone call.
